By the People is a multi-episode look at the twenty years of the Neighborhood Revitalization Program (NRP). It was filmed at neighborhood events and meetings by the staff of the Minneapolis Television Network and edited by John Akre.
The six half hour episodes of By the People look at different aspects of the NRP, such as the neighborhood planning process and the way the program builds a sense of community. It also looks at the projects jump-started by the NRP in areas like housing and economic development. The story is told by hundreds of community volunteers who were interviewed at events and meetings starting in the early 1990's.
The NRP was established in 1991 to reinvest in the city's neighborhoods based on plans developed by neighborhood groups. Some of this work was documented for the MTN cable TV program, Minneapolis Neighborhood News, which was produced as a collaboration between the NRP and MTN. Series editor John Akre sifted through the tapes shot to produced the more than 100 episodes of Minneapolis Neighborhood News to create the By the People shows.

This is a series of programs looking back at the twenty years of the Minneapolis Neighborhood Revitalization Program. MTN producers John Akre and Karen Haselman, and other MTN staff and volunteers, taped neighborhood meetings and events over the years for the Minneapolis Neighborhood News magazine show. The video from this vast archives was then used to develop this series.
